My wife worked on that specific issue a lot over the last decade.

Without clicking on the link, I'll make some guesses:

1. money
2. lobbying
3. politicians don't know jack about the latest in food science but even if they did, the law would lag science by 20 years anyway. On top of which, the food plate or pyramid (or whatever false food idol they shove down our throats) is lumped into a monstrosity of a farm bill that is so heavily dominated by #1 and #2 that not even Michelle Obama can lead a first lady style campaign to correct it. Her program was originally going to be about healthy eating but it got shut down and curved into "lets move" because getting off your *** doesn't cost large corps that much money.

The gentleman being interviewed did touch on many of those items. He also discussed the specifics relating to the implementation of the dietary guidelines in 1977 and the continuing confirmation bias in research funding. His take on breakfast was interesting and entertaining.

So when I drink protein shake after the gym I cant eat dinner because I feel bloated so what I started doing is drink a scoop right before bedtime. So far it's working great. In the morning I dont feel like i'm starving and it doesnt affect my regular food.

Ive tried casein, I've tried some other protein but I stick with whey. I get bloated from all so the type makes no difference.

it's pretty dense in your gut. i think the general wisdom is casein at bedtime is the way to go since it's so slow to absorb.
