1) The way the Constitution is written, it reads as if the president presides over Congress vs working for the people (as have been voted in as such)
2) Congress can still veto/over ride pretty much anything in regards to appointments, bills, etc made by the president....which to me, means that Congress provides a check on the president.

Technically, Congress cannot directly nullify an Executive Order, although whatever Courts have relevant jurisdiction, including the Supreme Court, can.
Lots of checks and balances.
I meant to imply that "approve" referred both to formal confirmations as well as to not overriding Executive Orders by de-funding them, or by creating new Federal Law which contradicts them.
